Lodging applications
Council consent is required for many forms of development. You can apply for consent by lodging a Development Application (DA), Heritage Exemption Certificate (HEC), or Complying Development Certificate (CDC).
Before applying for an application, you should review our Are any approvals required? page to confirm that you are apply for the correct application type.
How to lodge a Development Application (DA)
As part of Council's commitment to E-planning and in line with the directions from the Department of Planning, Council requires Development Applications (and associated applications, including modification applications, review applications, and extension of lapsing period applications) to be lodged online through the NSW Government Planning Portal.

Before lodging an application through the NSW Government Planning Portal, please ensure you have reviewed relevant information on the development application process to ensure you have supplied the required documentation for lodgement. How to lodge a Pre-Development Application (Pre-DA)

Please follow the below steps to lodge a Pre-DA.
- Go to our online portal.
- Sign up to become a registered user and log in to apply for applications.
- Select Pre-DA Meeting.
This can be found under Apply for… on the bottom right-hand side of the page.
- Enter an address in the search bar and select the relevant property from the drop-down list. Alternatively, you may search by land parcel.
- Click the Next button to proceed. This will direct you to the Pre-DA form.
This can be found in the bottom left-hand or top right-hand corner of the page.
- Complete all mandatory fields marked by the red *.
- Click the Next button to proceed. This will direct you to the summary of the pre-lodgement and fees.
This can be found in the bottom left-hand or top right-hand corner of the page.
- Click the Lodge button to proceed.
This can be found in the top right-hand corner of the page.
- Click the Go button located to the right of Attachments: Supporting Documentation.
This can be found on the right-hand side of the page.
- Upload the required documents by dragging the files from your documents or by clicking the + Add button.
This can be found at the top of the page.
- Select the appropriate attachment type for each document. You must select ‘DASUPPORT Supporting Documentation - Applicant – Public’ under Attachment Type for at least one of the provided documents.
- Click the Go button located to the right of Enter a description for the Application.
This can be found on the right-hand side of the page.
- Enter a description of the proposal in the box provided marked with a red * and click the Save button located at the top of the page.
- Click the Pay Now button.
This can be found in the top left-hand corner of the page.
- Enter your payment details.
- Once payment has been processed, your application will automatically be lodged, and an application number will be displayed on the screen.
How to lodge a Heritage Exemption Certificate (HEC) application
Please follow the below steps to lodge a Heritage Exemption Certificate (HEC) application.
- Go to our online portal.
- Sign up to become a registered user and log in to apply for applications.
- Select Other Applications.
This can be found under Apply for… on the bottom right-hand side of the page.
- Click the Start button to the right of Development Assessment.
- Select Heritage Exemption Certificate from the drop-down list under Type of Development Application.
- Enter an address in the search bar under Where and select the relevant property from the drop-down list. Alternatively, you may search by land parcel.
- Click the Next button to proceed.
This can be found in the bottom left-hand or top right-hand corner of the page.
- Select the relevant type of Heritage Exemption Certificate from the drop-down list.
- Click the Next button to proceed. This will direct you to the summary of the Heritage Exemption Certificate and fees.
This can be found in the bottom left-hand or top right-hand corner of the page.
- Click the Lodge button to proceed.
This can be found in the top right-hand corner of the page.
- Click the Go button located to the right of Attachments
This can be found on the right-hand side of the page.
- Upload the required documents by dragging the files from your documents or by clicking the + Add button.
This can be found at the top of the page.
- Select the appropriate attachment type for each document.
You must select ‘APPLICFORM Application Form’ for one of the provided documents and ‘DASUPPORT Supporting Documentation - Applicant – Public’ for one other under Attachment Type. Please refer to our Forms by category page to access the Heritage Exemption Certification Application form.
- Click the Go button located to the right of Enter a description for the Application.
This can be found on the right-hand side of the page.
- Enter a description of the application in the box provided marked with a red * and click the Save button located at the top of the page.
- Click the Pay Now button.
This can be found in the top left-hand corner of the page.
- Enter your payment details.
- Once payment has been processed, your application will automatically be lodged, and an application number will be displayed on the screen.
How to lodge an extension of time application
Please follow the below steps to lodge an extension of time application.
- Go to our online portal.
- Sign up to become a registered user and log in to apply for applications.
- Select Other Applications.
This can be found under Apply for… on the bottom right-hand side of the page.
- Click the Start button to the right of Development Assessment.
- Select Extension of Time from the drop-down list under Type of Development Application.
- Enter the Development Application number into the search bar.
- Click the Next button to proceed.
This can be found in the bottom left-hand or top right-hand corner of the page.
- Click the Lodge button to proceed.
This can be found in the top right-hand corner of the page.
- Click the Go button located to the right of Attachments.
This can be found on the right-hand side of the page.
- Upload the required documents by dragging the files from your documents or by clicking the + Add button.
This can be found at the top of the page.
- Select the appropriate attachment type for each document. You must select ‘APPLICFORM Application Form’ for one of the provided documents and ‘STATENVEFT Statement of Environmental Effects - Public’ for one other document under Attachment Type.
- Click the Pay Now button. This can be found in the top left-hand corner of the page.
- Enter your payment details.
- Once payment has been processed, your application will automatically be lodged, and an application number will be displayed on the screen.
How to lodge applications for works and activities on roads or footpaths
If you are seeking to undertake works or carry out certain activities on roads, footpaths, or carparks, you will need to apply for an approval or permit under the Roads Act 1993 and/or the Local Government Act 1993.
