Registering to speak at Council meetings

Any person who wishes to speak about an Agenda Item at a Council Meeting must register by 2pm on the day of the Council Meeting via the meeting registration form. Only persons who register using the online registration form will be able to speak and there is a maximum of 3 speakers for and against any item on the Agenda. Registered speakers should arrive at a Council meeting by 6.30pm as the Chairperson may change the order of the agenda to bring forward items that people have registered to speak to.

Council, at its Meeting on 21 November 2017, adopted an amended Code of Meeting Practice which has new requirements regarding persons who wish to speak at Council Meetings.

If you wish to register to speak at a Council Meeting please fill in the register to speak form here including:

  • Your name
  • Contact details
  • Item on the Agenda you wish to speak to
  • Whether you are for or against the recommendation in the agenda

What happens after I submit the form?

Your request will then be added to a list that is distributed to the Chairperson and Councillors on the night of the meeting. If there are more than three speakers for an agenda item you will be contacted by Council staff to advise only three speakers can speak for or against an agenda item.

Are there any rules for speaking at a Council or Committee Meeting?

The following rules apply when addressing a Council or Committee meeting:

  • You must state your name and suburb of residence prior to speaking.
  • Keep your address to the point, the time allowed for each speaker is limited to three minutes.
  • When addressing the Meeting you must speak to the Chairperson
  • The Chairperson may curtail public participation where the information being presented is considered repetitive or irrelevant

Where items are deferred, Council reserves the right to defer speakers until that Item is heard on the next occasion.
