Registering to speak at Council meetings

Anyone who would like to speak about an Agenda Item at a Council Meeting must register by 2pm on the day of the Council Meeting via the meeting registration form. Only those who register online will be able to speak and there is a maximum of 3 speakers for or against any item on the Agenda. Registered speakers should arrive at a Council meeting by 6.30pm as the Chairperson may change the order of the agenda to bring items forward.

If you would like to speak at a Council Meeting please fill in the register to speak form here including:

  • Your name
  • Contact details
  • Item on the Agenda you wish to speak to
  • Whether you are for or against the recommendation in the agenda

How do I arrange to speak at a meeting?

If you would like to address the meeting you should register using the register to speak form by 2pm on the meeting day.

What happens after I submit the form?

Your request will then be added to a list that is given to the Chairperson and councillors on the night of the meeting. If there are more than three registrations for the same item you may be asked to discuss with each other and decide which three people will speak.

Are there any rules for speaking at a Council or Committee Meeting?

The following rules apply when addressing a Council or Committee meeting:

  • Keep your address to the point, the time allowed for each speaker is limited to three minutes. A bell will be rung when you have 30 seconds remaining.
  • The maximum number of public speakers on each item is 3 for and 3 against.
  • When addressing the Meeting you must speak to the Chairperson.
  • The Chairperson may curtail public participation where the information being presented is considered repetitive or irrelevant.
  • Where items are deferred, you may be asked to speak at the following meeting.
