- Any individual wishing to address the Panel must register online by 12 noon on the day prior to the meeting (excluding weekends and public holidays) using the link below.
- Late registrations will not be accepted.
- Registered speakers must have already lodged a written submission on the subject development application if they wish to address the panel. Submissions from either applicants or submitters shall be no greater than one A4 page (in total) and must be confined to the specific matters upon which the person seeks to address the panel. These must be submitted no later than 12 noon on the Wednesday prior to the meeting using the link in the 1st dot point above.
- The maximum number of public speakers on each item is 3 for and 3 against. You will be contacted by Council officers if more than 3 registrations are received.
- All speakers addressing the Panel on the day of the meeting will be limited to 3 minutes, unless the Chair otherwise permits.
- Copies of the agenda will be available on Council's website prior to the meeting
The chairperson opens the meeting and introduces the Panel members. The order of business is set out in the agenda. Copies of the agenda will be available on Council's website on the Tuesday prior to the meeting.
As each item is referred to, the applicant and objectors are invited to speak for 3 minutes. The panel members may ask questions of the addressees. It is not necessary to repeat information already provided in the report to the panel.
Once all speakers have addressed the Panel on the item, the panel will deliberate and determine each item. The panel may adjourn to deliberate if they feel it necessary.

Determinations and any relevant decision of the Panel shall be made by a majority vote and is recorded for the public record. Minutes will generally be available on Council's website as soon as possible following the meeting.
The Panel consists of four members, drawn from a 'pool' of members. Each panel will include a Chairperson; two experts with experience and qualifications in planning, architecture, heritage, the environment, urban design, economics, traffic and transport, law, engineering, tourism, or government and public administration; and one community representative who has knowledge and awareness of the Local Government Area, the planning process and assessment issues.

All members of the Panel are bound by the Code of Conduct for Local Planning Panel Members. A copy of the code as well as operational procedures set by the Minister for Planning can be found at the Department of Planning's website.
The Panel has delegated some [minor] matters back to Council staff to determine, so that waiting times are reduced.
