How to lodge your development application and submit required documents.

Important update for lodging development applications (effective September 2025)

In July 2024, the Minister for Planning issued guidelines to all councils across NSW to ensure the expedited lodgement of development applications. The expectation requires Council to lodge applications in an average of seven days. This means that the lodgement process needs to change so that we can meet this expectation.

Providing additional information

Once your application has been submitted to Council via the NSW Planning Portal it will be checked by Council's planners to determine if all necessary documents have been provided. If your application is incomplete or unclear, Council will provide you with a list of matters that need to be addressed. You will have three calendar days to submit the requested information to the NSW Planning Portal.

If you are unable to provide the requested information within three days, the application will be returned to you so that you have unlimited time to prepare the required documentation and resubmit via the NSW Planning Portal. If an application is returned, you will be able to duplicate the application details in the NSW Planning Portal to make resubmission easier.

Invoicing

Once your application has been accepted, you will have 48 hours to pay your invoice. If you do not pay within 48 hours, your application will be returned, and you will need to relodge your application via the NSW Planning Portal.

Council consent is required for many forms of development. You can apply for consent by lodging a development application (DA), heritage exemption certificate (HEC), or complying development certificate (CDC).

Before applying for an application, you should check if you need an approval.

Lodging an application

This page explains how to lodge a development application (DA) and other related applications through the NSW Planning Portal, including what documents you need and what to expect during the lodgement process.

As part of Council's commitment to e-planning and in line with the directions from the Department of Planning, Council requires development applications (and associated applications, including modification applications, review applications, and extension of lapsing period applications) to be lodged online through the NSW Government Planning Portal.

Before lodging an application through the NSW Government Planning Portal, please ensure you have reviewed relevant information on the development application process to ensure you have supplied the required documentation for lodgement. Please follow the below steps to lodge a pre-DA.

  1. Go to our online portal.
  2. Sign up to become a registered user and log in to apply for applications.
  3. Select "Pre-DA meeting".
    This can be found under "Apply for…" on the bottom right-hand side of the page.
  4. Enter an address in the search bar and select the relevant property from the drop-down list. Alternatively, you may search by land parcel.
  5. Click the "Next" button to proceed. This will direct you to the pre-DA form.
    This can be found in the bottom left-hand or top right-hand corner of the page.
  6. Complete all mandatory fields marked by the red asterisk.
  7. Click the "Next" button to proceed. This will direct you to the summary of the pre-lodgement and fees.
    This can be found in the bottom left-hand or top right-hand corner of the page.
  8. Click the "Lodge" button to proceed.
    This can be found in the top right-hand corner of the page.
  9. Click the "Go" button located to the right of "Attachments: Supporting documentation".
    This can be found on the right-hand side of the page.
  10. Upload the required documents by dragging the files from your documents or by clicking the "+ Add" button.
    This can be found at the top of the page.
  11. Select the appropriate attachment type for each document. You must select "DASUPPORT Supporting Documentation – Applicant – Public" under "Attachment type" for at least one of the provided documents.
  12. Click the "Go" button located to the right of "Enter a description for the application". This can be found on the right-hand side of the page.
  13. Enter a description of the proposal in the box provided marked with a red asterisk and click the "Save" button located at the top of the page.
  14. Click the "Pay now" button. This can be found in the top left-hand corner of the page.
  15. Enter your payment details.
  16. Once payment has been processed, your application will automatically be lodged, and an application number will be displayed on the screen.

Please follow the below steps to lodge a heritage exemption certificate (HEC) application.

  1. Go to our online portal.
  2. Sign up to become a registered user and log in to apply for applications.
  3. Select "Other applications". This can be found under "Apply for…" on the bottom right-hand side of the page.
  4. Click the "Start" button to the right of "Development assessment".
  5. Select "Heritage exemption certificate" from the drop-down list under "Type of development application".
  6. Enter an address in the search bar under Where and select the relevant property from the drop-down list. Alternatively, you may search by land parcel.
  7. Click the "Next" button to proceed. This can be found in the bottom left-hand or top right-hand corner of the page.
  8. Select the relevant type of Heritage Exemption Certificate from the drop-down list.
  9. Click the "Next" button to proceed. This will direct you to the summary of the heritage exemption certificate and fees. This can be found in the bottom left-hand or top right-hand corner of the page.
  10. Click the "Lodge" button to proceed. This can be found in the top right-hand corner of the page.
  11. Click the Go button located to the right of "Attachments". This can be found on the right-hand side of the page.
  12. Upload the required documents by dragging the files from your documents or by clicking the "+ Add" button. This can be found at the top of the page.
  13. Select the appropriate attachment type for each document. You must select "APPLICFORM Application Form" for one of the provided documents and "DASUPPORT Supporting Documentation – Applicant – Public" for one other under "Attachment type". Please refer to our forms page to access the heritage exemption certification application form.
  14. Click the "Go" button located to the right of "Enter a description for the application". This can be found on the right-hand side of the page.
  15. Enter a description of the application in the box provided marked with a red asterisk and click the "Save" button located at the top of the page.
  16. Click the "Pay now" button. This can be found in the top left-hand corner of the page.
  17. Enter your payment details.
  18. Once payment has been processed, your application will automatically be lodged, and an application number will be displayed on the screen.

Please follow the below steps to lodge an extension of time application.

  1. Go to our online portal.
  2. Sign up to become a registered user and log in to apply for applications.
  3. Select "Other applications". This can be found under "Apply for…" on the bottom right-hand side of the page.
  4. Click the "Start" button to the right of "Development assessment".
  5. Select "Extension of time" from the drop-down list under "Type of development application".
  6. Enter the development application number into the search bar.
  7. Click the "Next" button to proceed. This can be found in the bottom left-hand or top right-hand corner of the page.
  8. Click the "Lodge" button to proceed. This can be found in the top right-hand corner of the page.
  9. Click the "Go" button located to the right of "Attachments". This can be found on the right-hand side of the page.
  10. Upload the required documents by dragging the files from your documents or by clicking the "+ Add" button.
    This can be found at the top of the page.
  11. Select the appropriate attachment type for each document. You must select "APPLICFORM Application Form" for one of the provided documents and "STATENVEFT Statement of Environmental Effects - Public" for one other document under "Attachment type".
  12. Click the "Pay now" button. This can be found in the top left-hand corner of the page.
  13. Enter your payment details.
  14. Once payment has been processed, your application will automatically be lodged, and an application number will be displayed on the screen.

If you are seeking to undertake works or carry out certain activities on roads, footpaths, or carparks, you will need to apply for an approval or permit under the Roads Act 1993 and/or the Local Government Act 1993.

A DA is required for works to trees in the following circumstances:

  1. Removal of trees that are identified on the Inner West Council heritage trees list document,
  2. The tree forms part of an Aboriginal object or is located within an Aboriginal place of heritage significance, or
  3. The tree is located within a heritage conservation area or is a heritage item.

If lodging a tree removal/pruning application you will need to provide a statement of environmental effects and written owners' consent from all property owners. You may use the following statement of environmental effects in your application.
