Applying for a permit – before you begin

The works zone permit is issued under Section 138 of the Roads Act 1993.

A works zone will allow an associated vehicle to park in a street while approved works are carried out on the adjacent property.

Depending on the likely impact of the works zone on traffic, parking and/or residents/businesses, the application may need to be reported to the Local Traffic Committee for determination. Consequently, it could take up to eight (8) weeks for a successful application to be approved.

Please note that a works zone only allows for parking in accordance with the Australian Road Rules. You will also need to apply for a standing plant permit(s) when applicable.

Changes from 1 July 2024

From 1 July 2023, a security deposit will be payable for all works zone applications, equivalent to 3 months of applicable fees. See fees and charges below for details.

Fees are determined by location of the works zone, whether in a residential, commercial or parking meter area. The fees include the cost of Council installing and removing the signage.

All fees are payable on lodgement, including the security deposit. Where an extension of the works zone period is requested, the application fee and associated weekly fees will be invoiced by Council at that time.

Calculated weekly fee for a 13-week period (or equivalent of the full fee if the total period is less than 3 months)
If the initial period is less than 13 weeks the security deposit will be increased for any subsequent extension requests, until the calculated charge is for a 13-week period has been reached.

Please note that these fees and charges are payable during lodgement of the application. You may be requested to pay additional fees and charges during assessment of the application.

You will need to provide the following information in support of your application:

  • Address of associated property
  • Details of related development approval, if applicable (i.e. Development Consent, Complying Development Certificate)
  • Details of the associated activity – location and summary of works/activity
  • Details of the proposed works zone – start/finish dates
  • Expiry date of public liability insurance cover
  • Applicant details

Please ensure you have the following documents ready before commencing your online application. These documents will need to be uploaded with the application during lodgement.

If the requested documents are not provided, the assessment of your application will be delayed and may be refused.

  • Application form – a signed copy of the application form.
  • Public Liability Insurance Certificate of Currency – required for every application (see details above)
  • A Traffic Control Plan (prepared by RMS accredited person) in compliance with RMS Traffic Control at Work Sites Manual Guidelines – AS1742.3 and Work Cover NSW regulations
  • Scope of works/site plan
  • A draft notification letter(s) for distribution by the applicant to residents in the affected area, for approval by Council
  • Consent letter signed from neighbouring property, where the proposed work zone extends in front of a neighbouring property.

If the works are to be carried out on or near a Transport for NSW state-classified road or traffic lights, you will need to demonstrate that you have obtained written consent from Transport for NSW.
