We’re working with the NSW Government to deliver up to 8000 new homes along the Parramatta Road Corridor. This will ensure that new housing in our community is more fairly distributed across the Inner West and our high value heritage conservation areas are protected.

Item 3 Bi-monthly Omnibus Planning Report
1. That Council endorse the delivery of the draft Our Fairer Future Plan Stage 2 to a September 2026 meeting.
2. That Council submit early engagement submissions to the Department of Planning Housing and Infrastructure to inform the creation of the Parramatta Road Corridor State led plan;
a) That Council host an online information briefing for the new streets now within the Parramatta Road Corridor Plan.
b) That Council will advocate for comprehensive community consultation, including face-to-face engagement, to be undertaken by DPHI when the draft plans become available for exhibition likely to be in September 2026.
3. That Council request the State Government to invite Council’s City Architect to be part of the International Design Competition Jury for the Bays West Precinct.
4. That Council notes the draft King Street Special Entertainment Precinct planning proposal will be received in June 2026 for exhibition.
Item 22 Bi-Monthly Omnibus Planning Update
1. That Council continue to advocate for a fast track assessment process from the Department of Planning Housing and Infrastructure to progress Our Fairer Future Plan Phase 1.
2. That Council prepares Stage 2 of Our Fairer Future to be limited to the following investigation areas:
a) Croydon/Iron Cove precinct
b) Site Specific Investigation Areas as outlined in Attachment 1 of the February 2026 report
c) Remaining areas identified through the low and mid-rise housing reforms as identified by Department of Planning (Annandale town centre (Booth Street), Lilyfield light rail station, Petersham station, St Peters station, Stanmore station)
d) Lewisham station
e) Any land owned by Homes NSW within the LGA for potential rezoning opportunities, with a focus on delivering increased social and affordable housing outcomes.
3. That the draft Stage 2 of Our Fairer Future be reported to the June 2026 Council meeting.
4. That the draft Affordable Housing Policy for community consultation be reported to the April 2026 council meeting.
5. That Council endorse the commencement of early online consultation for the Parramatta Road Corridor State Led rezoning in February 2026 for at least 28 days.
6. That the Inner West Development Control Plan be reported to the April 2026 council meeting.
Item 37 Notice of Motion: Delivering new homes in the Parramatta Road Corridor
1. That Council seek a partnership with the NSW Government to undertake further residential rezoning of the Parramatta Road corridor, with the aim of delivering up to 8000 new homes in the section of the corridor within the Inner West local government area.
a) This is to be undertaken through a state significant development process, with Inner West council as a participating partner. The methodology for the investigations would replicate the locally based planning and block-by-block analysis that has been the basis of the Our Fairer Future plan (Inner West LEP 2025); and
b) The planning process should also include early comprehensive community consultation, including with land owners, consideration of transport, public domain improvements, open space, not-for-profit housing, commercial and retail opportunities, and improvements to the streetscape.
2. That Council write to the NSW Premier and the NSW Planning Minister seeking their agreement to commence this project immediately, with close collaboration between the Inner West council and the Department of Planning.
3. That Council note that our advocacy for the conversion of the former Westconnex dive site at Camperdown to a mixed residential development has been successful in achieving 200 new publicly owned homes as part of the development.
a) Restate as part of this proposal to the NSW Government that the remaining two residual WestConnex sites in Ashfield and Haberfield should be converted to residential with public housing incorporated, based on the already established model at Camperdown.
From 25 February 2026 to 7 April 2026, the community was invited to provide feedback to inform the State-led Rezoning for the Parramatta Road Corridor (Inner West Precinct). During the engagement period 4,523 people visited the Your Say project page, 572 participants completed the online survey and 152 emailed Council directly. This engagement outcomes report along with all survey responses and email submissions will be forwarded to the Department of Planning, Housing and Infrastructure to consider as part of the State-led Rezoning for Parramatta Road Corridor.

Frequently asked questions
The State Government and Council are seeking to increase the supply and diversity of housing to better meet the needs of a growing population, including young people and families who are finding it difficult to secure suitable and affordable housing.
Parramatta Road is a key corridor connecting Parramatta to the Sydney CBD, supported by strong bus, light rail and train services. This connectivity makes it a suitable focus for urban renewal and increased housing density. Since the release of the Parramatta Road Corridor Urban Transformation Strategy (PRCUTS) in 2016, the corridor and adjoining precincts have been identified as key areas for revitalisation and growth.
The state government announced a state-led rezoning proposal in September 2025, seeking to rezone sections of Parramatta Road within the Inner West Local Government Area to deliver up to 8,000 new homes.
The proposal will consider affordable housing options, active transport connections, new open space, retail and commercial opportunities, as well as improvements to the public domain.
The Department of Planning, Housing and Infrastructure expects to exhibit the proposal in late 2026, at which time the community and other stakeholders will be able to provide feedback. Feedback will be considered in finalising the proposal, which is anticipated to occur in early 2027.
In response to the NSW government’s announcement that it would lead the rezoning of the Parramatta Road Corridor, Council resolved to work collaboratively with the State on the process.
Council has undertaken early engagement with the community to get feedback on key issues such as transport, open space, affordable housing, commercial and retail opportunities, and improvements to the streetscape.
The NSW Premier and the NSW Planning Minister have agreed to close collaboration between the Inner West council and the Department of Planning, Housing and Infrastructure.
Even though the process is led by the State, including the formal consultation on the plan later this year, we will keep the community informed as new information becomes available and work to get the best outcomes for the current and future Inner West community.
