Applying for a permit
A flood certificate explains how flooding might affect a specific property. It includes:
- How far floodwater could spread around the property
- How dangerous the flooding could be
- The flood levels for both the 1% AEP event (a flood with a 1‑in‑100 chance each year) and the PMF event (the biggest flood that could possibly happen)
- How deep the water could be in a 1% AEP flood
This information helps property owners understand their flood risk and plan any future building or development so it meets Council rules.
The details come from Council’s official Flood Studies. They are provided in good faith and in line with Section 733 of the Local Government Act.
Clarifications
AEP – Annual Exceedance Probability
The chance of a flood of a certain size happening in any given year.
Example: A 1% AEP flood has a 1‑in‑100 chance of occurring in any year.
PMF – Probable Maximum Flood
The biggest and most extreme flood that could possibly happen, based on the worst‑case weather conditions.
You will need to provide the following information in support of your application:
- Address of property
- Applicant details
You will need to sign the applicant's declaration on the application form to accept the terms and conditions listed on the form.
The information provided in the Flood Certificate is provided in good faith and in accordance with the provisions of Section 733 of the Local Government Act 1993.
- The certificate will provide flooding information for the area in the vicinity of the above property. This information can be used to assist in understanding the extent of flooding affecting the property and can be used to assist in preparation of a Flood Risk Management Report in accordance with Section E – Water of Leichhardt Development Control Plan (DCP2013). It is recommended that the information in the certificate be interpreted by a suitably qualified professional.
- The certificate will include two pages; a cover page with an explanation of the information provided, and the second page will be a figure providing information on the flooding behaviour in the area. The figure includes peak water levels, depths and flow rates for the 100-year ARI and peak water levels for the Probable Maximum Flood event.
- The flood levels provided are based on available information including numerical modelling results from studies undertaken on behalf of Council
You will need to sign the applicant's declaration on the application form to accept the terms and conditions listed on the form. The Terms and conditions may be found on the form, or can be reviewed form the following page.
Once you've completed the application form and collected all mandatory supporting documents, you use our online self-service website to lodge the application.
Step 1:
Register for an account on the Councils Self Service Portal - verification should occur within one business day.

Step 2:
Log into your account and apply for your permit following the below steps.
- Go to the bottom right (on a desktop) or the bottom (if on mobile) to the "Apply for..."section
- Select "Certificates"
- Select "Engineering Certificate - Flood Certificate" and enter your address to start your application.
Please note that these fees and charges are payable during lodgement of the application.
