Dawn Fraser Baths
The Dawn Fraser Baths is the oldest amateur swimming pool and water polo club in Australia and is listed as a nationally significant heritage item. The Baths are located on a harbour side peninsula within the grounds of Elkington Park, and include an adjacent caretaker’s cottage. The Baths, the caretaker’s cottage and the grounds they are located within are interconnected and form a distinct precinct within the park.
The Inner West Council is proud to stand as the custodian of this much-loved community asset and is fully committed to the Bath’s progressive conservation.
Council’s Operational Plan and Budget 2017-18 establishes as one of its key initiatives that a master plan be developed for the Dawn Fraser Baths by 30 June 2018.
The Public Domain Planning team will work across Council to develop a holistic plan for the baths.
The master plan will include:
- The Dawn Fraser Baths;
- The caretaker’s cottage;
- Access pathways to the Baths and the caretaker’s cottage;
- The review of Elkington Park’s public toilets;
- Car parking areas, embankment, stabilisation and stormwater design solutions to ameliorate the degradation of the southern pavilion; and
- Public domain elements that impact the design and construction of these listed elements.
The aim of the master plan is to develop an illustrative representation of the proposed design layout and character of the place. The plan will articulate a ten year vision that will be costed and integrated with the forward financial and asset plans for implementation. The master plan will be formatted for easy reading by many audiences including Council staff, Councillors and the general community.
The master plan has two implementation stages:
Stage 1 - Dawn Fraser Bath’s Essential Works
This phase will focus on the essential maintenance works required to ensure compliance, structural soundness, safety and improved accessibility in the southern pavilion.
Stage 1 is fully funded as the former Leichhardt Council committed $800K for accessibility, essential maintenance and compliance works and the Inner West Council has increased the funds to $2.4M over three years for essential maintenance works. Stage 1 essential works will be undertaken while the baths are closed for winter 2018.
Stage 2 Dawn Fraser Baths Precinct Strategic Vision
This phase will focus on the improvement and update of the public domain involving the baths’ and caretakers cottages environment, their relationship and articulation within Elkinton Park and the larger Balmain context.
Dulwich Hill Station Detail Master Plan
In 2017 inner West Council initiated the process to undertake a detailed master plan for the public domain around the Dulwich Hill Station. The aim of the master plan is to document a ten year strategy to transform the streets and public spaces around the station into a pedestrian oriented village.
The scope of the project is for public domain element including streets, lanes, plazas and other public spaces along the following street environments:
- Wardell Road from Ewart Street to the north side of the Keith Street / Wilga Avenue intersection;
- Dudley Street;
- Ewart Street between Ewart lane and Murray Lane; and
- Bedford Crescent.
The design process has included detailed site analysis, strategic policy review, community engagement, collaborative workshops with Council disciplines and benchmarking with best practice.
Some of the detailed master plan strategies include:
- Provide raised threshold treatments to the entries along Wardell Road at Wilga Avenue and Ewart Street. Threshold treatments are designed to slow traffic and define the village centre.
- Provide a pedestrian priority, pedestrian connection across Bedford Crescent;
- Install new pavement treatments to delineate a shared pedestrian zone in Ewart Lane;
- Install new pedestrian lighting throughout the precinct to improve safety;
- Install a designated bicycle lane to Dudley Street;
- Reconfigure the existing intersection at Dudley Street and Wardell Road with raised pedestrian pavements, shorter pedestrian crossing distances and traffic signals;
- Provide new tree plantings to increase shade with Water Sensitive Urban Design (WSUD) rain gardens to each tree base in order to improve storm water quality and provide passive irrigation to each tree;
- Install new pedestrian pavements to the town centre streets;
- Support proposals by the Sydney Metro and South-West project to integrate the upgraded metro station with connections to Ewart Lane, Wardell Road and Bedford Crescent.
- Optional extra of undergrounding of electrical infrastructure to accommodate larger tree species (This is an optional extra as it is beneficial to the streetscape, but alternative tree species can be selected in detail design that will grow beneath the existing electrical infrastructure);
- Widening of Wardell Road pedestrian zone with decking structure to improve the pedestrian connection over the railway bridge.
The master plan has been reviewed by Sydney Buses and Roads and Maritime Service (RMS) who have provided approval for the proposed strategies and support the aim to provide a pedestrian orientated village.
The detailed master plan has been fully costed with a staged implementation plan proposed for each of the strategies. It will be be used to guide future detailed design and construction works over the next ten years and will assist within funding and grant application processes.
The plans are now on public exhibition for the community to provide feedback.

Leichardt Park Aquatic Centre
Leichhardt Park Aquatic Centre opened in 1960 and replaced the Tidal Baths which were situated adjacent to the site on the harbour foreshore.
The centre is located within the suburb of Lilyfield, within Leichhardt Park. Leichhardt Park comprises of a number of significant regional facilities including Leichhardt Oval, the Leichhardt Rowing Club and the Iron Cove Bay Run.
The Leichhardt Park Aquatic Centre’s original master plan was adopted in 2005 by the Former Leichhardt Council and is over 10 years old. A revised plan is required to address the changing needs of the community and reflect the expectations as described in the engagement outcomes for the Recreational Needs Study. The plan will also address the changing demographics of the area with major development sites including the White Bay Precinct, Rozelle and Parramatta Road redevelopment.
The Public Domain Planning team will work across Council to develop a holistic master plan for the aquatic centre and its curtilage. The master plan will include:
- The Leichhardt Park Aquatic Centre;
- Adjacent car park;
- All connecting footpaths;
- Mary Street entrance; and
- Connections to the harbour foreshore, the bay run and Leichhardt park.

The master plan will be formatted for easy reading for many audiences including Council staff, Councillors and the general community.

Marrickville Road East
The Public Domain Planning team has been engaging with the community, across Council, with businesses, and State agencies to develop an integrated public domain improvement plan for Marrickville Road East. The Marrickville Road East Master Plan has been occurring concurrently with the Sydenham Station Creative Hub planning project. The brief for the Marrickville Road East Master Plan has been to support existing uses, while planning for future development and increased pedestrian and bicycle activity particularly from the Marrickville Town Centre to the Sydenham Station area.
The former Marrickville Council had adopted the updated Our Place, Our Vision – Marrickville Community Strategic Plan (CSP) with a vision that articulated the desired character of public spaces as:
“In 2023, Marrickville has innovative urban planning that protects the character and heritage of the area. Public spaces are enticing, clean and well maintained, lively and accessible, with a street life that connects the community and welcomes visitors. Industrial areas remain an important part of the local community, while high technology, creative and eco-enterprises thrive.”
The master Plan will act to fulfil this vision along Marrickville Road East with the project undertaking extensive community and business engagement that has requested and therefore proposes the following elements:
- Provision of traffic calming measures along the street, to provide a safe street environment for users;
- Planting of additional shade trees and general greening of the street;
- Provision of pedestrian and bicycle infrastructure including seating, bicycle lanes and bike racks;
- Provision of additional and safer pedestrian crossings;
- Upgrading and improvement to pedestrian pavements; and
- Provision of better pedestrian lighting along the street.
The master plan has considered the existing zoning, proposed zoning through the proposed creative hub proposals and proposed planning changes by State Government via the Sydenham to Bankstown Urban Renewal Corridor Strategy. The master plan and the creative hub are not mutually dependant, instead complimentary, and beneficial to the streetscape environment even if the creative hub proposals do not proceed.
The design of the public domain has carefully considered the ability of a staged implementation to align with Councils available funds. The plans have included testing vehicle movements on each of the intersections to allow for future changes to the direction and flow of traffic that has been identified by RMS, Sydney Metro and internal stakeholders (Council's transport planners) as potential outcomes of future traffic studies. The proposed plans can allow for these flow changes without impacted on already completed parts of the proposed master plan.
The project is currently in the final draft stages following a third review by staff across Council disciplines. Feedback has been included in the draft plans to ensure individual strategies have been developed correctly. The project is currently being reviewed by RMS and Sydney Buses to ensure it meets their operational and safety needs. The next steps for the project include issuing the draft master plan to Council to endorse the plans and for a final round of community and business engagement through a public exhibition process.
Marrickville Town Centre Master Plan
Since 2016 Inner West Council has been developing the Marrickville Town Centre Master Plan. The master plan will guide streetscape improvements within the Marrickville area over the next ten years.
The Marrickville Town Centre is a high activity urban environment localised around the intersection of Marrickville Road and Illawarra Road. It includes the section of Petersham Road extending from the Marrickville Town Hall to Illawarra Road and includes a network of laneways running parallel to the main roads. Activated by the Marrickville Station and business commerce, the Marrickville Town Centre is a highly diverse area featuring a thriving and multicultural business community including small and medium sized stores, cafes and bars. The centre is also host to a rich residential fabric, featuring single dwelling and town houses as well as a suite of newly developed and developing apartment buildings that are very rapidly changing its urban shape and demographics. The area features key public buildings including the Marrickville Town Hall, the Herb Greedy Hall and the current development for the new Marrickville Library and Community Hub located at the former Marrickville Hospital site.
The master plan will include the following actions:
Exploring opportunities and constraints to enhance and consolidate the existing urban environment, preserve and promote its unique character and articulate a way forward for a new urban shape resulting from the ongoing densification process
- Engaging with the community and stakeholders to generate a future vision that will serve the diversity, needs and livelihood of the area
- Providing a spatial layout and design, strategies and an implementation plan
- Fully costed and integrated with Council’s forward budget and asset planning and will help informs DA outcomes.
- Development of a comprehensive document for upgrades within the Marrickville Town Centre.
The design will consider Council strategies, business and residential requirements, vehicle access and circulation, history, street tree plantings, street lighting, shade, traffic, biodiversity opportunities, bicycle connections, stormwater and maintenance requirements to spatially check for opportunities, constraints and conflicts.
Council is still underway with the process to produce the designs. In 2016, Council completed extensive community engagement that has informed the design of the proposed streetscape improvements. Draft designs will be completed later in 2018 and will be presented back to the community for further comment
