Streets Alive - Master Plans

Streets Alive is a program where Council prepares public domain master plans and street improvements in all retail centres throughout the Inner West local government area.

Council will soon be developing public domain master plans for Rozelle, Marrickville, Enmore, Newtown, Dulwich Hill and Balmain. Council will prepare plans for the remaining retail centres in the local government area in the future. Council is also looking to start short term improvements, by installing artwork on bins, fairy lights on trees, perfect match murals and planting works. Projects are also being looked at that look at expanding footpaths and making laneways attractive.

Your views will inform our 2023 projects on how to make our streets greener with more places to sit down, have less traffic with greater pedestrian access and be places where you can relax and enjoy this incredible part of Sydney.

What is a public domain master plan?

The streets alive master plans are 10-year documents that guide future planning of our public and shared spaces. They include footpaths, cycleways, street trees and vegetation, public art, street furniture, pedestrian lighting and paving materials. They aim to improve access and amenity and to create a shared vision for our public places.

The master plans are being developed in collaboration with community members and stakeholders and will be used by Council, private developers, businesses and our communities for the following:

  • Design direction and standards information for Planning Proposal and Development Application processes
  • Voluntary Planning Agreement negotiations
  • Support prioritisation and allocation of budget in Council’s Capital Works Program
  • Support grant funding opportunities
  • Help to develop a common vision for our public domain improvements.

The streets alive master plans will not be proposing any changes to the density or land uses. They will focus solely on the streets and Council owned public spaces.

Upcoming Public Domain Master Plans

Council is currently working on the following master plans. We will undertake master plans for other centres in future years. Find out more about the projects to be undertaken this year:

Rozelle Town Centre Master Plan

The Rozelle and Lilyfield communities have experienced ongoing disruption resulting from NSW Government mega projects. The construction of the Westconnex interchange, the Iron Cove link, development in the Bays Precinct, and the Government’s refusal to demolish the dangerous former Balmain Leagues Club site, have all caused damaging impacts to our community.

Transport for NSW will prepare plans for the revitalisation of Victoria Road and Darling Street post-Westconnex construction. Council and the community should have a say in this opportunity and Rozelle Town Centre’s revitalisation.

We will use the master plan and community feedback to advocate to the NSW Government to deliver the real and permanent improvements to amenity in Rozelle that have been promised.

Marrickville Town Centre Master Plan

Community engagement for the Marrickville Town Centre Master Plan was completed in May 2023 when we sought your vision and ideas to inform the draft master plan. Later in 2023, we intend to seek your input to co-design with us. For more information, visit yoursay.innerwest.nsw.gov.au.

The master plan for Marrickville will focus on streetscape and plaza improvements to Marrickville and Illawarra Roads, as well as some surrounding streets. It will enhance the rich cultural heritage, vibrancy and walkability of the local area, in line with community feedback.

Dulwich Hill Village Master Plan

Community engagement for the Dulwich Hill Village Master Plan was completed in May 2023 when we sought your vision and ideas to inform the draft master plan. Later in 2023, we intend to seek your input to co-design with us. For more information, visit yoursay.innerwest.nsw.gov.au.

The focus of the master plan will be about improving the amenity on New Canterbury Road, Marrickville Road, Hercules and Seaview Streets, as well some surrounding streets, laneways, plazas and car parks.

Newtown and Enmore Master Plan

Community engagement for the Newtown and Enmore Master Plan was completed in May 2023 when we sought your vision and ideas to inform the draft master plan. Later in 2023, we intend to seek your input to co-design with us. For more information, visit yoursay.innerwest.nsw.gov.au.

As well as delivering on the aspirations of the community, the master plan will promote the widely supported Enmore Special Entertainment Precinct and continue enhancing the vibrancy of the local area.

Newtown Study area

Norton and Marion Street Master Plan

A public domain master plan for Norton and Marion Street is planned. The scope of the study will include Norton Street, from Parramatta Road to City West Link, and Marion Street between Balmain Road and the Greenway. Council has met with businesses and stakeholders to better understand what is needed in the local area.

The master plan will seek to revitalise the retail centres and strengthen the economic activity in the local area. More information including timing for community engagement will be provided soon.

Balmain Town Hall Precinct Plan

On 13 July 2022 a community meeting was held at Balmain Town Hall and a community visioning exercise for the Civic Precinct on Darling Street Balmain began.

Council resolved on 20 September 2022 to establish the Balmain Town Hall and Civic Precinct Community working group. The purpose of the Community working group is to progress the shared vision established through recent consultation, the Balmain Town Hall and Civic Precinct Community working group.

This working group are also looking at the scope of a public domain master plan for the local area and further consultation will take place when the project is underway.
