Applying for a permit – before you begin

The hoarding permit is issued under Section 138 of the Roads Act 1993 and Section 68 of the Local Government Act 1993. You will need to lodge a hoarding permit application for the following types of occupation:

  • Type A – Hoarding, scaffolding or temporary fencing
  • Type B – Hoarding (where is is built over the top of a footpath), without sheds etc. above
  • Type B – Hoarding (where it is built over the top of a footpath), with sheds etc. above
  • Type C – Light-duty safety fencing.

You need to get a permit before you can erect the hoarding or fencing.

Please note that you will need to submit structural engineering designs for all hoarding proposals and certification for some – see Mandatory supporting documents below.

Changes from 1 July 2023

From 1 July 2023, the security deposit charge will change to the equivalent of 3 months of applicable monthly fees.

An additional charge will be applicable for type B hoardings with sheds above.

Please note that only the application fee is payable during lodgement of the application. You will be requested to pay the other fees and charges during assessment of the application and before the permit is issued.

Lease fees

Note: The minimum fee covers an area up to 20.0m², 40.0m² or 10.m² for type A, type B or type C respectively.

Questions you will need to answer during online lodgement

You will need to provide the following information in support of your application:

  • Address of associated property.
  • Details of related development approval, if applicable (i.e. Development Consent, Complying Development Certificate)
  • Details of the associated activity – location and summary of works/activity
  • Details of the proposed occupation – Hoarding Type, dimensions, area, duration and start/finish dates
  • Expiry date of public liability insurance cover
  • Applicant details

Mandatory supporting documents

Please ensure you have the following documents ready before commencing your online application. These documents will need to be uploaded with the application during lodgement.

If the requested documents are not provided, the assessment of your application will be delayed and may be refused.

  • Application form – a signed copy of the application form.
  • Public Liability Insurance – required for every application (see details above)
  • A Traffic Control Plan is required (Prepared by RMS accredited person) in compliance with RMS Traffic Control at Work Sites Manual Guidelines – AS1742.3 and Work Cover NSW regulations
  • Plans detailing the proposed hoarding, scaffolding or temporary fencing, including:
    • Specify type A, B or C, including dimensions for length, height and depth of hoarding/scaffolding or other structures.
    • Sectional views for type A and B hoardings,
    • Show site entry/exit and loading/unloading facilities.
    • Show distances between hoarding and existing obstructions, such as telegraph poles, street furniture, etc.
  • A draft Notification letter(s) for distribution by the applicant to residents in the affected area, for approval by Council.
  • For type A and type B hoarding applications a structural engineering certificate by structural engineer for the proposed hoarding, certifying that the proposed structures are structurally sound and can accommodate all the required loads.

If you are on or near a state road or traffic lights

If the works are to be carried out on or near a Transport for NSW state classified road or traffic lights, you will need to demonstrate that you have obtained written consent from Transport for NSW.

How to apply for your permit

Once you've completed the application form and collected all mandatory supporting documents, you use our online self-service website to lodge the application.

Register for an account on the Councils Self Service Portal - verification should occur within one business day.
